Rent & lease agreements

Secondary sources report 4% of one year's rent below a year and 8% from one to five years. We do not apply those: Haryana and Chandigarh, Punjab's immediate neighbours and former co-state, charge 1.5% and 2% for the same term, and a figure five times its neighbours from a single unverified source is more likely a conveyance rate than a lease rate. Punjab also adds a 1% social-security and infrastructure cess.

Why it matters

An under-stamped agreement is inadmissible as evidence (Section 35, Indian Stamp Act, 1899) and can be impounded, with a penalty of up to 10× the deficit under Section 40. Stamping correctly at execution costs a fraction of fixing it during a dispute.
