Each person confirms who they are with Aadhaar, through DigiLocker — both sides, not only the one who started it. Where more is at stake you can add “Who signed” checks: PAN, court records, the business registry behind a company name. None of them runs quietly. The person being checked is asked first, sees exactly what is being looked up, and can say no.

Every state sets its own duty, and each kind of paper sits under its own article of that state’s schedule — which is why a ₹100 sheet bought in one state can be worthless in another.
